Open Letter to the Minister for Agriculture: Surgical Artificial Insemination

The public consultation on whether to extend the prohibition on surgical artificial insemination - which currently applies to all other dogs - to include greyhounds, closed last July. To date, no update has been provided on when the results will be published or when any legislative changes might be introduced.

On 29 May 2025, the Advisory Council on Companion Animal Welfare launched its website. The minutes from their September 2024 meeting reveal that “the public consultation results indicate that surgical [artificial insemination] should be prohibited in all dogs, including greyhounds.”

Dog Law Ireland is extremely disappointed that despite the results being available since last September - and clearly showing support for a full prohibition - no meaningful progress appears to have been made. This is simply not good enough.

On 30 May 2025, Dog Law Ireland wrote to the Minister for Agriculture, Martin Heydon, to express our disappointment and to offer our support in drafting legislation or assisting in any way needed to move this matter forward without further delay.
